The Limitations of Limitless ADU Building: Analysis of San Diego’s “Bonus” ADU Program and Proposed Reform

Submitted as the final proposal for Political Science 170: Public Policy, instructed by Professor Clayton Nall.

Since writing this paper, new regulations have been introduced by the San Diego City Council, which include a cap on the number of ADUs that can be built on a single-family lot (varying by lot size) and specify parking requirements (see CBS 8, San Diego)
