The Limitations of Limitless ADU Building: Analysis of San Diego’s “Bonus” ADU Program and Proposed Reform

Since writing this paper, the San Diego City Council has introduced new regulations, including a cap on the number of ADUs that can be built on a single-family lot (varying by lot size) and parking requirements (see CBS 8, San Diego).
